The Supreme Court has informed the Speaker that Article 17 of the Finance Bill introduced by the government on July 09 is completely unconstitutional, and 13 other articles are unconstitutional.
The Speaker informed Parliament of this today. Basil Rajapaksa was appointed as the Minister of Finance on July 08, and the amendment bill was introduced on the 9th, referring only to “Finance”.
Several parties, including the JVP, filed petitions in the Supreme Court against the Bill. Financial experts have said that Sri Lanka will become an international centre for black money laundering if the Bill was passed. However, preliminary petitions were filed alleging that the provisions of the draft were unconstitutional.
Accordingly, the petitions were heard by the Supreme Court and declared that sections 4 (1), 5 (1), 5 (2), 5 (3), 5 (4), 5 (5), 6 (1), 7 (1), 12 (B), 13 (1), 14, 20 were unconstitutional and Article 17 was completely unconstitutional.
