President Anura Kumara Dissanayake states that strengthening institutional structures in disaster management is not enough; efforts should be made to bring solutions to the ground level. He said irregular human activities cause natural disasters, and even though there are laws at the institutional level, they have not been implemented.
He said this yesterday (25) when Deputy Minister of Defense Retired Major General Aruna Jayasekara assumed duties in the Ministry of Defense.
President Anura Kumara Dissanayake has indicated that the disaster management legal system has been prepared after some study. It is the responsibility of the officers to implement those laws properly, and he will support any officer who acts in such a manner.
The President also requested that government employees submit proposals to strengthen the legal framework related to disaster management. He further said that the government’s costs for disaster management are very large, and expenses can be reduced through proper law implementation.
Minister of Public Security and Parliamentary Affairs Ananda Wijepala, Secretary of the Ministry of Defense retired Air Vice Marshal Sampath Thuiyakontha, Secretary of the Ministry of Public Security Ravi Seneviratne, Chief of Staff of the three armed forces General Shavendra Silva, Army Commander Lt. Gen. Vikum Liyanage, Navy Commander Vice Admiral Prinayantha Perera, Air Force Commander Air Marshal Udeni Rajapaksa also attended the event.
