President’s Chief of Staff Sagala Ratnayake says 90% of the responsibility for implementing a government’s policies lies with the state machinery, but we have to accept that it has regrettably failed.
He states this in a column titled “Mathantaraya” provided to Sunday Lankadeepa newspaper.
The relevant facts were mentioned in the article, which stated, “The sad thing is that whatever decisions the governments take, they are not implemented properly. In general, strategic decisions are 10 percent important in the actions taken by a government. The remaining 90% is allocated to what is called operationalization according to decisions.”
If Sagala Ratnayake’s assessment is accurate, the failure of the state machinery has led to a significant setback. 90% of the government’s activities reportedly failed during Ranil Wickramasinghe’s two years.
That failure is blamed on government officials.
He states, “Even when the decisions taken by the government are correct, it is the state machinery that implements them. The officials have to take action. Whether the decisions taken by the government are successful, delayed or distorted depends on the functions of the state machinery.”
